Americans take for granted that, regardless of their choices regarding the purchase of cable or satellite television packages, free, over-the-air television service is always available everywhere. We believe that in this information-era, the same assumption should hold true for wireless broadband.
A plan currently before the FCC would replicate the free, over-the-air television model for broadband, thereby delivering free, fast and family-friendly broadband service across the nation. Under this plan, a nationwide broadband service would be available to consumers, small businesses and public safety entities without any fee. All that would be needed is a certified modem, which could be obtained at an electronics store or online.
In exchange for access to the spectrum needed, the service provider would commit to:
- Provide nationwide broadband service with no recurring fee;
- Build a network that would reach 33% of Americans within three years, 66% within five years, and 95% within 10 years;
- Block access to indecent content for all users of the free service;
- Provide public safety officials with access to an interoperable secondary data network; and
- Pay the U.S. government 5% of gross revenues from a premium subscription service.
